Speaking of guerilla, Jagged Alliance 2 fits perfectly to your description, except for RTS part (its turn-based).
As for terrorist sim, the whole way of terrorism is useless - you can't win a war by terror. Killing innocents is last attempt of the losing side to inflict some harm, when you cannot gather enough troops and resources even for guerilla war.

Hitler Simulator. It's like Sims about Hitler's daily life, you should walk the dog, prepair vegetarian food, socialize with your fellow nazis and so on. All the war and nazi stuff is never addressed though, because like in Sims your Sim leaves the screen when he goes to work.

unlike AC or Hitman, realistic from AI,to having a alibi and in an really Open World, where you can snipe,or make the victim kill himself by,lets say mixing a drug in the drink which causes depression.

Name says it all, kinda like total war, but with like getting the support of the people,managing people ,resources, troops and so on...
It has to have a feature to play fights and ambushes in real time, with scarce munitions , booby traps and that stuff.
TERROR, the game

Like a lot of world politics sims, only hat you play the IS,Hamas,Raf,Al Quaida,Boko Haram,IRA,(insert random bunch of violent idiots here)and so on...
It would have to simulate all the political outcomes of your assassinations,bombings and flying air vehicles into skyscrapers.
