I have a motherboard with a PCI Express 2.0 slot. If I buy a 3.0 card, will it be backwards compatible? (Obvious bus speed difference aside)

yep.
a 3.0 graphicscard is backwards compatible to a 2.0 pcie slot

Yes. It will work. Only difference will be in speeds - the card will work with PCI-E 2.0 speed.
