More than 850,000 users on this site are Level 0. This means they haven't created a single giveaway yet (at least not for a game that wasn't already given away for free). Now, I highly recommend creating giveaways for the warm fuzzies, but even if that's not appealing enough there's another good reason. It provides access to many more giveaways and improves your odds of winning.

It may sound complex or expensive to reach Level 1, but don’t fret. I'm assuming here that you already have some games on Steam but that for whatever reason you can't afford a $1 bundle. All you need to do is this:

  1. Play your Steam games that drop Trading Cards. An easy way to find these games is to use Lorenzo Stanco’s excellent Steam Library Filters, enter your Steam ID, and then use the Trading Cards filter. You can also use Steam Idle Master to get the cards quicker (google it).
  2. Sell your cards. If you use Steam inventory helper extension for Chrome browser you can use the "Instant Sell for..." button to quickly liquidate the cards in your Steam Inventory into dollars in your Steam Wallet. If you're not in a hurry "Quick Sell for..." to get a better price. You may also want to try this script which is recommended for selling all cards.
  3. Go to steamdb.info Sales page, Special Promotion section and click Price to sort the sales, listing the cheapest games at the top. Currently there are games like "The Slaughtering Grounds" going for $0.14 and "Escape Machines" and "Flesh Eaters" for $0.15. If you have enough money in your Steam Wallet, be nice and choose a game with better rating (check the rightmost column). "Star Savior" for example, currently costs $0.79 and has a rating of 81% from hundreds of users.
  4. Once you decide on a game, create a new giveaway for it. If the game is on sale, make sure the giveaway ends while the game is still on sale. To be on the safe side, you may want to pick a game which is cheap even when not on sale. Ok, back to the giveaway creation. Select Gift and continue as normal (see the FAQ for details). Mention in the giveaway description that you'll send a friend invite to the winner over Steam and will deliver the game as a gift. Edit: Because of changes to how gifts from the Steam store work you should also limit the giveaway to regions that are within 10% of the price you're paying. You can look for the game on isthereanydeal.com and use the Compare Regions screen to check pricing in other areas. A safe and easy alternative is to limit the giveaway only to your own country, but then it won't be accessible to most users on this site.
  5. Once the giveaway is finished and you have a winner, add them on Steam and purchase the game. After you add the game to the cart select Purchase as a Gift, then select the winner from your list of friends and complete the purchase.
  6. As soon as the winner checks the Received checkbox here on SG, you'll complete your first giveaway and will become Level 1 and a contributing member of this community. Isn't that nice? :-)

Edit: As several people have mentioned below, the guide is only applicable to Steam users who have access to the market (basically anyone who spent $5 or more on Steam). Still the same thing. This has an opportunity cost associated with it. And I would rather gift a game that I know is good rather than go for the cheapest game.

Personally my first giveaway was dungeon siege which I got from raptr that came bundled with AMD drivers. I got it thinking it was the best from the list then decided that someone else would probably benifit more from playing it. Back then I had no idea about these levels.

Guys is there a list of non-bundled games where we can give a title for giveaway rather then searching for titles in the bundled list. There are f-ing 4000 games. Almost every games seems to be on that list.

I'm was contemplating setting up some giveaways and this has helped a lot ,cheers.
I'm a new member in vantom's group and do post keys over there but they go so quick and a lot of people don't leave a message saying they've taken a key or they will take a key and not activate it but try and trade or sell it .
Most people are genuine ,but i suppose you always get a few dodgy geezers on any site :)
I think vantom is looking into ways of improving things ,it's great group though ,seems to be one of the better ones on steam .
Steamgifts seems to have some good rules in place to make things go smoothly.
As i'm a new member it'll take me a while to figure out how things work here.

Just wanna say thanks for the guide. Especially the part with the idle master.
I got many games with trading cards (btw. not a single won game yet ;) ) but just don't have the time to play all of them right now. Being able to fill my steam wallet that way while working is great. I just wish I had found out before the past steam sale. ;-)

Both games that were given for free at one point in time, and f2p games, can't be used for giveaways. There is no official list. If you can't find the game when creating the giveaway, this is most likely the reason. Other than clicking this link, you can create a new giveaway by clicking the little arrow on the right of the Giveaways button at the top left corner of the screen.

There is no list of unbundled games. There is a list of bundled games here.

A little addition to the bundle question: usually and generally it is just safe to assume that if it has a nice discount or if it is an indie game, it is on the list or just waiting to be put on the list. :) (Seriously though; almost half of Steam is on that list, and this is not even an exaggeration.)

Which also means that if you bought some unbundled games for gifting, don't sit on the keys waiting for the games to go on bundles. This is easier said than done apparently, especially if one bought the keys for a special event that they haven't started or written yet ;-)

I've never heard of any reports of issues with Idle Master, but like any other executable, its the user's responsibility to decide whether to download or not.

I've heard concerns but couldn't find any report of someone who was banned, and for a good reason - mining cards benefits everyone - Steam, game developers and users. They all get their cut, no reason to block this.

Using Idle Master is as safe as using Windows Xp now...

It doesn't need to hook up to the Steam client, and it will stop farming when you launch a game.

To all, I have a question that I'd appreciate some help with (I couldn't found an answer to it in the FAQ): I'm in the process of putting together my first giveaway and have come to the section regarding Region Restrictions. I'm assuming that this is something decided by Steam, not me - is this correct? If this is decided by Steam, and not just for me to decide to wish Poland an early Merry Christmas for example, where can I find this information?

If is in fact a gift check it in the inventory there is the info about restrictions, if is a key the info must be provided by the retailer i guest.

Well, most of the times people know their key is region restricted. Like, if you are russian for example, and you buy a steam gift, its almost always region-restricted to those regions. But when you buy a steam game in the NA / EU part of the world, i've yet to come across a region restricted gift (except for some non-violent game exceptions. Like germans have a special non-violent version sometimes).

You could also check known region locks on games on steamdb.info

Where did you got the game you wanna give away from and which game is it?

Nah, I don't want to restrict it but I also don't want to mark the Restrictions section as None if there are restrictions on it that I don't know about in case I ended up with an upset winner with a game they can't run.

I've had a look at it in the Inventory and there's nothing about region restrictions (just the stuff about it not being tradable or marketable for a month), so it should be cool.

Farming is a great way to sell trading cards and increase your Steam wallet.
The issue I have, recently, is the switch to my local currency, which basically means I'm limited to buying games to give away in South Africa.
I tried a few times to check the numbers of SA users on SG, but there aren't nearly enough to create consistent GAs via steam gifts.
Hence, the above solution isn't for all regions.

Getting at least 5 entries should still be relatively straightforward. In most regions (where region locking is an issue) you just need to specify the region. South Africa however is not available, so it's probably best to request in the Bugs / Suggestions forum to add it as a region.

In the meanwhile, you can specify in the GA description that the key is region locked to South Africa, and that if the winner is not from South Africa you'll ask for a new winner. If the GA is Level 0 and public there should be plenty of entries, but quite a high chance of a winner who didn't read the description and is not from SA. You can use whitelist or a Steam group to reduce this risk.

Those are all valid options to creating a GA, but each requires a bit more effort.
I typically by games on sale from other sources (not Steam) as region-free keys, most of which come from Humble Bundle.
I opened a forum discussion previously to get votes on how many SA people would enter a GA, and only got 2 or 3 confirmations, which isn't enough for CV.
