Gaming with Windows and Steam (and probably with other launchers like Epic or EA) will almost always mean you will need the latest OS version (or Windows 10 at least on this case). It is similar to trying to play games with an ancient PC: you will not be able to play anything except retro games or abandonware.
You only have two options: update to Windows 10 at least (that's what I did, I hate both 11 and 10 but the latter is "less bad"), there is a way to install a version with official support until 2032 (IoT version). The regular version will only have updates until October 2025.
The second option is to install and play your games on Linux, but I can understand that this option is not for everyone and has several limitations (not compatible with every game on Steam, higher technical abilities, etc.).

a) Use GOG instead of Steam
b) Use Linux instead of Windows
c) Update Windows
Never had an issue with downloads on either Windows 10 or 11 so far.

thought i could try downloading files on my steam deck and move them over
it appears steam deck will no longer let me transfer downloaded files from my steam deck to my PC locally
can still move downloaded games from PC to steam deck locally thought
gave manually moving the files onto my pc a try and im unable to get them working
as it only seems to effect games i haven't already downloaded in the past. also gave playing it on steam deck to give it play time and attempting to download on pc a try

To explain further, we recently enabled a new compression algorithm which is vastly better-performing, and will enable faster downloads with much lower CPU load on clients. It will also improve unlock times for preloads for users on SSD (for spinning disks, the disk writes are the bottleneck). This was good just to save CPU load but it is also necessary for the faster (> 1Gbps) internet speeds people have in some places now, and it also really improves the experience on the Steam Deck.
New content coming in to Steam is now being compressed with this algorithm; existing content will not be converted. So if you're on an old client version for any of the reasons discussed here, there will still be many games in the catalog you can download and play (so long as they are not being updated, or if you can pin them to a particular build using branches supplied by the developer). Unfortunately we can't support having the data in both formats for new content.
