Are American/EU versions of Watch Dogs cross-region tradable?

Some say yes, others say no. Can CIS users get ROW Watch Dogs?

There are ROW and RU version I believe only, if buying keys, don't know about gifts. ROW can be activated everywhere, this was always like this, why would you need ROW if living in RU/CIS region?

Because CIS version language-locked, having only Russian. I always play in English.

I'm pretty sure that Uplay doesn't have region locks, not sure about the Steam versions. And since the game isn't ourt yet, Steam can change region restrictions. However: so far there are no region locks on the ROW edition

That's probably South America restriction.

Shouldn't affect US/EU bought games. Shouldn't...

As I said: its a preorder and Steam can change the region locks as much as they want. Maybe it comes back, maybe not. Maybe they lock out Antarctica, maybe not. However, Upay doesn't have region locks so it should be fine.

Uplay has language lock and forces independent CIS countries to play with Russian language. I dont want Russian, I want English.

AllowCrossRegionTradingAndGifting – false

Allow me to elaborate on that:

if you buy this game from SA (South America), you can only gift/trade with other SA users
if you buy this game from NA (North America), you can only gift/trade with other NA users
if you buy this game from EU (Europe), you can only gift/trade with other EU users

All versions (SubIDs) of the game are ROW no matter the store you buy it from.

Source for these? So far it has only affected Russia/Asia/Brazil.

This isn't case with other games using AllowCrossRegionTradingAndGifting.
