As I have said elsewhere, we try to minimize the restrictions placed upon our users. It is the people who refuse to "play nice" that make things more difficult for the rest of us. If everyone was polite and considerate, policing would not be needed.

It depends upon the context.

Here at SteamGifts, we discourage people from using our site as an electronic billboard. We want our users to be able to enjoy our site without being inundated with ads for other sites. Our purpose is to provide a way for our users to create and manage raffle-type giveaways for Steam games, not to act as a funnel of internet traffic so that some other site may increase its revenue. To that end, some posts are allowed, and others are not.

Examples:

  • "Fanatical is selling this game for cheap." (allowed)
  • "You can pick up a copy of that at humblebundle.com." (allowed)
  • "Come on over to Billy-Bob's House of Grey Keys! Just register at this link and we'll give you a trash game for free!" (not allowed)

From my understanding, it should not be required. If they can't require joining a Steam group why should site registration be allowed? But that is just my assumption, I could very well be wrong.

HumbleBundle occasionally has games with $0, and I believe you need to register to that site, and it's ok to post it here CMIIW.

I suppose, but at least those are quite known sites. Seems odd that they can't require you to join a Steam group but requiring you to submit your email address on an insure website is completely acceptable.

Well most Free Games require you to register to their site and those threads are ok. If there is a free game on Humble Bundle, Alienware, GreenManGaming or something like Epic Games Stores then you have to make an account to get the game. These are very common and there are multiple threads in "Deals" right now for free games on those sites and no one cares.
Also there are threads for free games on steam. Theoretically you also have to register on Steam to get the games. Doesnt really matter because everyone here has an account allready but still if the rule would be, no deal for a free game if you have to register to receive it than Steam would fall in that catagory too.
So i dont know if there is a rule but if there is it should be enforced equally or changed.

Alienware have also a forum (don't know if they sell products via the site), other are digital stores so those aren't good exemples. Most sites ask to log with Steam and few ask to create an account on their site, but you are right most people don't care as they are collecting +1/cards from shity games.

Edit: after looking at the steam page, it looks like it's just another gameguru asset flip, which for some reason also uses the Xbox One's logo.
