Google used to load a localized version of it frontpage based on your IP. My ISP uses some Dutch IP addresses, so I used to get Dutch Google from time to time.

if you are visiting google.com casually, then your IP must be set in Russia. Hop off your VPN if its set in Russia.

Yeah, sounds like you got hacked. You should probably disconnect your internet before they do damage. Run a virus scan and defragment your hard drive. If it continues, you might want to buy a new motherboard, just in case that got infected.
