I don't think you understand. A SG giveaway for 5000 copies of the game just ended and people are regifting it. There are people writing in the comments that regifting is not allowed and probably reporting these people for regifting. I am letting people here know that these people may not be regifting, there are free keys being given out on another site and they may just be giving those away which is not against the rules.
If people are reporting users for regifting this game, they need to check that the user won a copy from the 5000 copy giveaway and then also check to make sure they have not activated the game on their Steam account.
I am trying to inform people so they don't call out others and also create more work for support with tons of invalid regift user reports.

Indeed. OP probably didn't mention it because it's not a SteamGifts problem but still worth pointing out.

I don't think any cares about other sites TOS. Isn't giving away keys from Humble Bundle against their TOS as well?

That's debatable. Anyway, Humble Bundle doesn't block your account from buying future Bundles when they find out you give games to strangers on the internet free of charge.
OrlyGift on the other hand supposedly does. Don't want to test it out myself eventhough I only use Orly once in a blue moon.

I don't see where this is free on OrlyGift. Is it a raffle or a straight giveaway? Is it still active or did it end?

If you click the orlygift.com link in the OP (or here), it should bring you to the page for the game. I don't know how to claim it, I didn't try.

Yeah, I did that, but the only link is to purchase the game on Steam.

I'm not sure if it is still going. On the Youtube video, it says "5000 keys available (12 keys per 1 hour)".
Edit: Says it ended March 14th. I'll update the OP.

Update: I believe this giveaway has ended. It looks like the giveaway for this game was 5000 keys given out at 12 per hour and it ended on March 14th. That is what it says in the description of the youtube video that is linked on the Orlygift page. This thread was mainly just to let people know that the giveaways may not be regifts.
The 5000 copy SG giveaway of Trials of the Gauntlet recently ended and like usual, there are regifts showing up, but don't report a user unless you check to see if they have activated the game because keys are also being given out for free on orlygift.com.
Many of the users that look like they are regifting actually have the game activated on their account which means they may have activated their win and got another free copy which they are giving away which is not against the rules. If these people already owned the game somehow, SG would not have let them enter the 5000 copy giveaway because SG automatically syncs your account every 24 hours and does not let you enter for games you already own.
To clarify: Most giveaways of this game are probably not regifts and should not be reported unless the user won a copy from the 5000 copy giveaway and they do not have the game activated on their Steam account. I am just trying to stop a flood of invalid user reports from being dumped on support.
