There may be something in your windows account that is interfering with the functionality of Steam
It may be a registry permissions issue.
Please try the following:
Exit Steam.
Click the Start Button, then "Run" (or hold the Windows key and press R). Type "regedit" and click "OK".
Navigate to the following registry key: HKEY_CURRENT_USER\SOFTWARE\VALVE
Right click the Valve folder and select "Permissions"
Select the group or user name you are currently logged in to, and ensure that the "Full control" and "Read" options are checked in the box below.
Then, highlight "Admin" and "System" and ensure that they too have the "Full control" and "Read" options checked.
Restart Steam.
If this does not resolve the issue, you will need to use a new Windows account with administrative privileges.

My steam got hacked 5 days ago and they still haven't answered. I cant purchased or play anything that involves Steam. I have 3 gifts to send and I cant send them because of them but I did notify the winners though. Steam Support really really sucks. Like my grandparents can answer me back faster than they do.

EDIT: The badge missing was the one from last Winter sales (that you would get if you destroyed an item to get gems, during a certain time period).

Someone stole and copied a guide of mine (and another guide too) on a certain game. (Found out about it end of June 2015). That guy simply copypasted them in threads in a group of his.
After he didn't delete it, I found out there is no way to flag posts if you aren't part of the group. Also you can't flag groups.
So I asked Steam Support to remove it instead. (5th July 2015)
I wrote in English, Steam support answers (9th July) in German...
They gave me a link to read "Rules and Guidlines for Steam Guides".
I write back (10th July) and wrote that I don't know how this could help me. I also repeated my issue.
They answered (11th July) that feedback from community would be important. They will forward my post. Finally posting a link to the Steam community forums and redirecting me there if I want to share my issue...

I had some troubles with stream support last month, I accidentally added a gift to my library instead of my inventory for one week steam support said "sorry we can't do anything", So I emailed Gaben explained the situation, and invited him to come sing karaoke. While Gaben never replyed, the next day Steam suport gave me a one time exception, removed the game from my library and added the gift to my inventory. To this day I still wonder if Gaben came by to listen to the songs.

I've asked why an item I've sold on market is back in my inventory and my wallet charged by the sum I earned for that transaction....
