it was infact a windows update: kb3057839
^uninstall that fixed it

It started Jun.28 (maybe Jun.27)
workaround: restart steam client... so annoying

I don't think I changed anything on my pc that would cause this, I didn't update or download anything outside games through steam.
Around that time, I did finally use my windows update, maybe something there caused it? (Jun.26)

Anyhow, I used steam forums and google, and the only posted solution was reinstall steam, I tried all 3 ways of re-installation... none worked.
I then updated my browser, flash, and java. Still did not fix the problem.
A google resault also suggested it may be directx related? (linux build)<there were also reported mac issues>
Btw, all of these were several years ago! My problem only just happened! >_<

I'm on windows vista 64bit, amd 4870 (i think).

Anyone else having this problem? (if not, can anyone think of the cause and/or solution?)

probably a vista or legacy radeon issue, but which exact dropdowns are you talking about?

Steam - View - Friends - Games - Help
Store Library Community BAZ

Those menus.
I click hover over ALL of them to view their drop down boxes/menu, It works only once.
After the virst viewing, no other drop down menus show when I hover.
When I click on the first row (steam/view/friends/games/help) nothing happens.
When I click the 2nd row (store/library/community/BAZ) it goes to the default/first option when I click it.

Example: I load steam, then do Games > activate product > and proceed to add a cd-key to activate a bundle game.
I then hover on BAZ with the intention of viewing my profile, no drop down menu, so I click BAZ hoping to show the drop down menu.. and it instead instantly goes to my activity.
Ok, so something is wrong, I try to re-click BAZ to select my profile again... same deal... I then go to activate a 2nd bundle game, and ALL the buttons on the first row (Staem/View/Friends/Games/Help) do nothing when I click them.

The same is happening to me.
I think is related to the monster clicker game upadte for the summer sales of steam but maybe I'm wrong.

store/library/community/user are rollover dropdowns, not supposed to be clicked at all

for steam/view/friends/games/help... what happens if you click friends -> down arrow key -> enter key?

what about right clicking an item in the library, or dropdowns in the settings, or in a chat, or friends list, or right click tray icon?

Well, even if they are hovering, nothing shows up when I hover, so I then click the words to view said drop down menus, nothing works on the first row, but the 2nd row when clicked brings me to the default/1st option (i think) within the drop down menu (remember, the drop down menu NEVER shows after the first time, till i restart steam)

I have the same issue and I have a Mac Notebook osxx 10.4
And yes, it started around Steam Summer Sale so I agree it could have something to do with the mega-broken game they had up

Edit - on my end it's not the click, hovering over the menus gives me the same glitch

osx 10.4!? this is still supported?

the monster game didnt update the steam client... or did it? my client is from june 4 (not beta), this is before the game (it is a web page that works in regular browsers, has nothing to do with the steam client, nor was the game broken)

Yes, it is :)
Yes, it did but I run the beta program so I don't know if there is a difference cause of that.
And well, the Monster game was broken, jumping levels and so. Think there's youtube vids on it so you can see for yourself if it didn't happen on your end.

i was part of the YOWH#2 world record on the last day, i made a video of 100m, that doesnt make the game broken (there are so many players, so much damage being done, that everyone is syncing at different times so different people see different levels)

edit: the game runs a web page, it is completely separate from the code of the steam client

Seems like it's an issue with a Windows Update, see here (the first link mentions a specific update, KB3057839, so you might start there. That person was on Vista as well, so it may just be a problem for that OS, I have that update installed on Windows 8.1 and don't have that issue):

I'm glad I'm not alone in this, enough so people actually figured it out.
I was pretty sure it was a windows update (aka my original post) as that was the only thing about my pc I changed.
I'll add solution to my OP, thank you.

edit: now I can activate cd-keys from bundles without having to restart steam for each game
