or email inbox@steamgifts.com so they can re-roll the giveaway. If the user is blocking you, I guess he doesn't want the gift :3

Exactly, the person involved should be cognoscente of how the site works and aware of the fact that they may, in fact, win, and getting a prize requires some form of contact between the gifter and the giftee.

How do you know that he has you blocked? His account settings does not allow anyone to add comments, are there other ways to check?

did you add him to your list and then get frustrated he wasn't accepting you and tried to add him again? if you do that before he accepts you, it auto puts you in ignore without them doing anything.
