If you know their email address or steam name go to the steam app > friends > add a friend and search there.

If you don't have any of that information, then no, there is not an easier method.
Edit: Unless you know the person is on one of your friends friends list! (In which case, search their profile)

I have been a Steam user forever, but one thing I have never figured out is finding someone via search. For instance, if I type in the name Dota, it comes up with dozens of pages, is there not an easier way to find someone using the Steam client?
