Then you do have beta access. All pre-purchasers have it now.
Most recent beta update made Billy and Saiki playable, at least for the duration of the beta. (They are locked by default, but the beta doesn't let you play the mode that you'd play to unlock them.)

Earlier today, SNK Playmore finally opened the KOF XIII beta to all pre-purchasers, though it took several more hours for them to actually announce the change.
According to Steamcharts, the change in policy has already caused a significant jump in the number of people playing, jumping the peak number of players from 30 to over 300.
