I keep seeing giveaways that require you to contribute 1 cent is it just a way of saying if you contributed any amount you can enter or is there a way to contribute 1 cent. I have 8 cents in my steam wallet.. :P

You can't. Minimum contributor value is 99 cents.

No I mean 1p is the minimum for a giveaway made here. So you can make a giveaway for a 20 cent dlc, but it will still show as being 1p.

Points and money aren't the same thing. The minimum is one point, because fractional points don't exist.
That doesn't mean you can't contribute less than $0.99, if something cheaper actually existed.
