Awaiting for response..in 9..8..7..

The thing is I've created an average dota 2 giveaway 2 days ago which was won by a guy who've already won a dota 2 giveaway a day before that however he didn't decline my gift nor responded it in any possible way, so I requested a new winner. Another member popped up who had already won before my giveaway so I requested another. This time the winner didn't respond to my giveaway so I was waiting, then a few hours later he won a dota 2 and he claimed it right after that while I was still waiting for response. Now I'm at the 4th guy and he didn't respond to my gift neither.
What the duck is this? Can't people see that they've won my gift or wut? I'm quite lost here.
