They are not lying.
The game gives cards, but it isn't giving it yet because of the new way steam cards works.
That means you need to play the game and, when enought people play it, you will receive the cards for it and new people will start getting them too.

For me this is a lie, sry. Many games never will give cards.
That icon in the steam store page should be used only after cards of the game are on the market.Fair to all buyers.

So it's not the dev lying to us, it's Steam.
This is how steam system works now.
If the Dev setup cards, it will show in the store page.
One Example is that I played Sonic Mania as soon as it launched.
In the first 2 hours, I didn't got any cards, them they all came at the same time, because the game reached the needed players and playtime to start dropping.

I guess don't work that way, one guy told me the icon is manually setted by devs.
I don't know 100% if work that way, but explain me why games like:
RWBY: Grimm Eclipse, One Piece Burning Blood, Day of Infamy and many more... give cards and don't have the icon on store page? Steam mistake or devs not setted?

I thought that one doesn't work on bundles? Edit: I guess their pick-and-mix bundles might not count as actual bundles in their system since you load your cart with separate games ...

Does the pick mix bundle actually count as bundle? So none of these will give 100% CV no matter if they've been bundled before or not?
