Got the code tried to enter it into steam but it took a long time for it to come back and say servers were not able to be contacted (yes I'm online) And I tried it a second time, now it says too many filed attempts...

Servers do get hit hard here and there. Can lead to invalid key, duplicate key, or connection related error messages. Failed attempts would be 10 tries at activating keys that didn't end up activating. After the 10th call, you get a 1 hour cooldown period.
