DOTA 2 Giveaway allowed?

Hello,
I got some Items in Steam and there are much DOTA 2.
Can I give them away?
I don´t know what this is. xD Have the game, but don´t know what are the Gifts for. :D

Not as giveaways but certainly as freebies to people you choose.

you can give the gifts to friends or just give them to the Dota2 dispenser bot on steam.
