I won the game and it it disappeared from my letter winnings, the owner of the giveaway it would not give it to me and blocked me in steam, today the game disappeared from the list

well if it was deleted, you wouldn't see that image at all, you'd see a "this giveaway has been deleted" message. Therefore the giveaway has not been deleted.
