my opinion:
Hook in gameplay is not good,it send you in place you not want go and is not well centered too
game have many freeze\stutters during drive (for some people also crash) no matter power of your pc because it's a problem of how game has been done
physic is not good and most of time absent (if compared with games as cyberpunk 2077\deusex etc)
cars it's like piece of paper pasted,you shoot at glass or wheel nothing happen,same can be said for windows\glasses of buildings and more others objects in general,there is not much physic
raytracing not work good
you can't go everywhere there is many invisible barriers block you
when you drive even if you go fast it look go slow
stealth it's present as a movement\gameplay but very poorly applied as for detection\ia etc.
people go inside buildings but you cant go
character sometime slide on objects (like roof of train) make you can't go up to it
you can't jump\fly inside the vehicle from building,object or sky
storytelling\cv videos is good
animation ok
fps during combat or feet inside room ok
this said i'm happy i get it,at this price , only for me is worth it.

i buy\pay for it on Steam because it offer me some features as notes,streaming in other screen,ignore owned games filter (in new deals\release page) etc. all in 1
that ps plus or xgp don't offer good as steam,
steam help me to better manage my vg collection (for avoid double purchases).
i like to play games with calm (i can't finish games fast in game pass \ ps plus) enjoy all things about the game,watch enviroments,do stealth stuff etc.,i not want do speedrun\fastfinish before that sub finish...
xbox game pass is rent and it cost more than buy 1 time this game with this deal
steam version offer also better savegames\files managment (ini edit for better graphic or performances) and many other things etc.
ps plus is streaming and rent,not download play on pc direct local and ps plus has crap graphic\fps and it cost more than this game
also i like steam support,because if when i have problem they fix it,vice versa when keys get revoked in third party websites etc it's always stressful\boring and i don't have time to lose in these things,i prefer buy from official store
btw i got call of duty ww2\spyro\crash trilogy on hc,that was a good deal.

i have xbox game pass too and i pay it 3€ (10€ i make by doing ms rewards all days no one day miss)
this said you get it with an awesome deal for my point of view,considering also the fact that 1 year of xbox game pass,for me,is mean play 30.000 Games not 50-70 🤣
BUT games as cyberpunk 2077,witcher3,fallout,starfield etc. i prefer to BUY in STEAM (and must to be steam official store not key sellers)
because all the reason i said already before (Features etc.) that xbox game pass sadly don't offer.
This not mean that others must do same me or that my choice is the right or the best,but for ME i prefer on steam (can use "Notes" in-game,can use ignore owned games filter in releases\deals etc.) all things that xbox game pass don't have.

at the moment i have some big problem so i'm not able check if is historical low,btw looks a good discount to me.
Before to buy check reviews about problem performances framerate\rtx\physic etc.
btw in my opinion even if game is bad\low quality,is a good discount.
edit:
batcycle it's slow same if walk on feet,horrible feeling,nexus mods not work with latest version game.
