Is it possible to get GTA IV Complete for 2 TF2 Keys?

I am waiting to see when GTA IV Complete to come up on sale for 75% off and trade it with russian cheap price, I am wondering if it's possible for it to happen?

Sometimes when a game come up on sale, it has different prices in different regions (North America gets 75% off, but Russia doesn't), so I would like to know if it happens in the previus sale history.
