Whats the best DLC for fallout NV?

So, everything is on sale, i only got 1.34, i want a dlc for NV.
I am lvl 28, playing on the hardest dificulty at hardcore mode.

Old World Blues was my favorite of the lot personally. Had the most interesting story, characters, etc.

It would be better if you got all the mayor dlc's. Each raises the level cap by 5 to a maximum of 50. The normal level cap is 30.
