Is it against the rules to refuse to gift a game from a giveaway you created?

Because Shehrozs, who is doing a giveaway for the Valve Complete pack, says that he will do just that if he decides that you have too many games from the pack. You can see the giveaway here: http://www.steamgifts.com/giveaway/6hQlL/valve-complete-pack

I believe that this has been bought up before. IIRC the answer was that, when it comes to packs, then the gifter is allowed to refuse to gift the pack when the winner owns games from that pack.

That was from (2 months ago) though.
The FAQ has been updated more recently and states that public giveaways can't have any special rules. Strictly speaking that means he couldn't refuse. At least until we get a more recent mod comment on the issue, and/or it is included in the FAQ.

Personally I think he SHOULD be able to refuse, I just don't think that's how the rules are phrased right now, intentionally or not.

But if you look at the giveaway the original poster mentioned (Clicky) loko specifically said that "Telling people to not join if they already own most of the pack is not a special rule."

It is all up to creator of giveaway, to decide who can enter and who can get the gift, according to what games the winner has or has not from the giveaway pack/bundle/collection. This rule is not special.

Why is it so hard to understand the main point of this limitation? I think it's way fair to do it his way. But sure, go out of your way and discredit someone for making a more fair giveaway than usual, just because you're greedy.

Scroll down a bit in the comments of that giveaway...loko says it's okay. What's the point of gifting it to someone who's only missing say HL:Source and wasting the other games on them? It's not a special rule, it's common sense.
