It's a temporary change for a local tradition that's called Samhain and is celebrated from sunset 31/10 until sunset 01/11. In some places in Europe, including parts of Belgium, people don't observe Halloween but they do observe Samhain. Many of the Halloween traditions such as the scary dress, the ghosts and ghouls and the tricks and treats come from the ancient Celtic festival of Samhain celebrating the end of Summer, the end of the harvest and the beginning of the dark half of the year.

Potato's and turnips work too but the sugar beets have the advantage that they are larger and they give more effect especially at dusk and at night. :-)

Halloween had much better marketing but Halloween has a part of it roots coming from the Celtic festival of Samhain.
