If they don't give any feedback (and the key hasn't been seen) after seven days you have to request a new winner, button for which you will find under your giveaway. Basically just wait for seven days before asking to reroll for a new winner.

this part of the FAQ has the site's formal stance on the matter. As others have mentioned, 7 days is the minimum before a reroll can be requested.
If you're sending the game via an external method such as emailing the key or friending them on steam to buy the game directly as a gift, then you'll need to have evidence of your attempt to contact them. And said evidence itself should be at least 7 days old before a reroll is likely to be granted. Probably easiest to take a screenshot of the steam friend request with a timestamp visible.
That said, most active users tend to check the site every few days or so. While the reroll process does come up sometimes, I would argue that more often than not, the situation gets resolved without needing a reroll.

Hi hi! I started doing some giveaways here, but some of my keys I sent are stuck on waiting review, and I can see the users have either not been active in a while or have literally just created their account and then logged off... I can't make any new giveaways until I recieve the 'feedback' so idk what to do now haha.
