There really isn't best time. Sales can be good, but often they are for clearing old stock. There is always something better coming out and things are getting cheaper.

Around December. Newegg has massive black Friday sales and Xmas sales. As well as other sites like amazon and tigerdirect. I think Newegg also has a good summer sale around June/July.

If you're from US then Black Friday, look for some nice deals on amazon or newegg.

In my experience Black Friday and the Winter Holiday season has generally been the best time to purchase parts.

black Friday or boxing day/week, also NCIX has weekly sales/weekend sales - the prices have been lower than what they were on boxing day

Black Friday/Cyber Monday. Buy from Newegg and you should get some good deals. My build was a couple hundred dollars cheaper because of it.

Black Friday and Cyber Monday are the times you'll find great discounts. That's if you are trying to build you're system all at once. If you already have a gaming PC and want to do updates, then put the parts you want on a watchlist and get them when they go on sale.

black friday is actually pretty terrible if you want to save money. Last year, and the year before there were hardly any deals, any that were advertised were actually more expensive then they had been before with the sale price.

Last Black Friday, I went to Fry's electronics and walked away with a few components for great prices. I bought 16gbs of RAM for $99. I don't know about you, but that's a great deal to me.

If you go by what pcpartpicker.com is saying, it looks like you find price drops in late January. I've usually done my shopping piece by piece, however, whenever I can find a good sale on a particular part, so I can't say definitively when "the best time" is.

Personal curiosity but why go for that board when you can get the Z87 FTW for actually a lower cost and a 4770k for the same price? (small saving, still EVGA board + intel cpu)

I think the whole month following Thanksgiving in the USA is best. After that, you'll find unsold stock being dumped a month before Valentines Day. Sign up for email ads from newegg.com and you'll get 50-80% off alerts for products outside these holidays.

For individual parts, I would say to watch for product announcements and releases. I expect DDR3 RAM prices to tank a few months after DDR4 comes out, for example. And when GTX 800 and R7/R9 300 series start to appear, expect the mid and mid-high GTX 700 and R7/R9 200 series to fall in price as well.
