As a user that has been around the block a few times, I am aware of the intricacies of how bundling works. For a long time however, I was not, even though I read the FAQ and guideline. While this:

Giveaways for bundle games created after the bundle date will always receive 15% of their value. For example, if you gift 2 copies of a $20 bundle game, you would receive $6 (3 + 3) in value towards your level. Keep in mind that changes to the list of bundle games will apply retroactively, so if a bundle begins today, attempting to gift the game before it's added to the list will offer no advantage. Games may also be added to the bundle list if they're available for free during a promotion, or if they're highly discounted in a sale.

is good, there are so many other pieces such as;
1.Bundling past 95%
a.Converting the lowest regional prices to USD for that calculation
2.Not being bundled when the bundle/tier costs "X" amount

All the additional info like that is important, and as far as I have seen, is only reported by word of mouth, from user to user, whereas for most rules, we can link to the FAQ or guidelines directly.

No, because 95% is NOT a rule, and the actual "bundled" status depends not only on given discount. What you're asking now is putting it up as a rule, which is not.

If you want to do something, firstly ask staff exactly about the algorithm on marking games as bundled, get official statement, THEN add it to the FAQ.

In general - yes, but I've seen many exceptions from that rule, including bundling 93% games, or not bundling 96% ones.

Do not use 95% as a rule, or you'll get disappointed.

the thing is that that kind of discount tends to happen only in one region (generally russia) if you sg is gonna bundle a game that was not on a bundle for being at 95 discount they should atleast do it for the region it was made... tho i guess that russians could exploit that by doing a giveaway on a russian group or with friends and mark it as not received

Exactly. I could create a group full of russians and make giveaways as ROW. You can't really implement such things without keeping that in mind. Same goes for invite only giveaways. The only solution would be to remove CV from both group and invite only giveaways, and that would be first SG armageddon.

It can range anywhere from 80% to 97%. My advise is just to treat everything as a potential bundle list (backdate) candidate if it ever went on a really good sale. Less disappointments.

I don't think this will happen because several reasons that next users will tell.
Of course this will improve cv system, but a lot of users just think they are right and the rest of the world is wrong.
Besides that, the SG owner don't want this and this is a "my place my rules" site... so I don't think it will change because users wants to...
