Let me save you some time and money here, because I sure as hell wasted mine. GTA4 is an awful game. It has bad vehicle controls, terrible combat, poor voice acting, shit protagonist, story hardly worth following. No checkpoint system, so if the game glitches out on you have fun doing that 20 minute driving and shooting section to back at were you were in a mission. It is super repetitive; either you are driving the same monotonous streets with one of the worst car handling I've come across in a game that's mainly about driving or suffering through the most boring of gunplay, even the sound of the weapons is trash.
Do yourself a favor and get BL2, if you want a GTA play Vice City or San Andreas, because those are actually worth playing.

GTA IV has shit PC optimization, although the mods are still fun. Don't know anything about Borderlands.

GTA IV's port on PC is so terrible! Go for BL2, especially if you have 3 friends to play with.
The only reason I would recommend GTA IV is if you haven't played any game in the GTA series and you would like to get a feel for the gameplay & controls in preparation for GTA V.

If you are going for the open-world-ness, go for GTA IV. There are many things to do (you need a decent rig though, it's a poorly optimized game and even my HD7950 can only churn up to 50 FPS, averaging at ~40 FPS)
Not sure about BL2 as I haven't really played it before, but I do know that you should buy it only if you have a friend/partner to play the game with.
Actually, both games are more fun if you have someone else to play with :p (GTA IV multiplayer isn't coop-campaign but still fun)

Borderlands 2 will do fine on a late-5xxx or mid-6xxx AMD on minimum 1080p settings, and looks great even at that low setting. Better cards will make it sing.

these are two really different games, and both are awesome,for co-op Borderlands 2, for playing solo GTA IV
