Try https://steam.tools/cards/ import your profile and sort for booster prices. Please note: to create the most expensive booster doesn't maximize your profit automatically you have to sell the item on the market too.

The topic is not about converting cards to gems. That's indeed very rarely worth it. OP already has gems and is contemplating using them to craft a booster pack. Most of those are worth much less than their gem price. So OP might indeed be better off by creating sacks and selling the gems directly on the market.
