most if not all of them get CV reduced, but i have seen a few people level 9 / 10
that just give away these types of games. still a few that need fixing

These sorts of games are the dregs of SteamGifts. I tend to just blacklist the users who only post these sorts of games and hope that the people abusing them will eventually get the point reduction they deserve. Sure, this gets me my fair share of blacklists in response, but not like that really matters when they post the things they do.
