Yes, it's up to the admins to "authorize" a reroll. THey may be swamped with other things sadly.

Orion Dino Hord is tricky. There was a free week that ended a while ago I think and I had 3 copies that I tried to gift to some friends, 1 of them was able of receiving it, the other two couldn't and steam kept saying they already had it even though I KNOW they didn't.

I created a gift for ORION: Dino Horde and once a winner had been decided I added them on Steam. I am unable to send the gift to them as they already own it. So I came back to SteamGifts and requested a reroll of the winner. It is now day 6 and there has been no progress and I am worried. What is the process here? It says, awaiting user response. From who? Wouldn't it be the admins that check his account then let the reroll happen? What does it mean by user, as I can't see anything I can do, and I do not understand why he would need to do anything.
I do not want to get in trouble for not having given the game away on the 7th day. Any help is appreciated. Thanks
