I am sure the initial intent of the rule is to protect the group, but, at times it can also harm it, given this particular example: If one member (or a few members) is generous and gives many games, ruining the ratios of others, then the rest of the people who will try to fix their own ratio won't be able to, since the majority will be making giveaways but won't be allowed to join them.
