It should be possible for Steam to do so but they won't. GMG has no power over your Steam account, all they could do would be to provide ROW keys but for some reason they provide region-locked keys so you have to be careful when buying from them.

Long story short, I and many others bought "Naruto Ultimate Ninja Storm 3 Full Burst(NA)" on GMG, NA for North America obviously. However, what I and all the other people got on release day was a EU key. As a result, when playing online it says I'm from the EU when I'm not, and I can only match with people from the same region, so all online matches are laggy. So what I'm asking is, has anyone been in this situation, and is it possible for someone like GMG, or Steam to change the region of a game I already own from EU to NA?
