Where did the $250 gift cards come from and how many?
If it was more than 4 or more it might simply be the case of excessive use so Steam has flagged you as a possible scammer (ones who email people saying "Yo it's ya boss, I need you to buy me a Steam Card and send me the code" ... seriously it's a thing.

Well, there's not much we can help with, you didn't give much information on where you got all the steam gift cards (I think that the more important information is where you got the 250 dollars rather than some 10 dollars from gamivo), so we can't do much.
Only thing you can really do is what it already told you to - contact steam support.

Yea but rated where? it's easy to put fake reviews on your own website and claim 4.9/5 hell amazon is full of fake 5 stars... Maybe try to contact steam, and show them email reciepts? Also try to contact Gamivo see if they can refund you while also getting steam to take away the $ and let it all pass?

Only Steam can help you with this problem.
Because they wrote the lock (market and key activation) is PERMANENT and they will not answer further questions etc. to this case, i would say none can do something.

Are your steam shop listed in the correct country or are you tried to buy in a cheap country but you are normaly in a other (more expensive) one ?
EDIT: And you wrote that you have 700+ games, when i checked your steam account (the one that is connected with your sg account) it shows 13 owned games.
So it is clearly not the account you speak from and you hide the name in the screenshot. Normaly understandable when the name shows a login name that is different written as the steam name that is shown for the public -i do the same because of security reasons- but in combination with the other used account for sg, to question, it looks shady.

secondly I ask for either game keys for game keys or gift cards (mostly spotify , netflix and blizzard)
I never trade Paypal for my games and never have used Paypal on my steam

another instance of account banning. User mentions being a resident of Romania for 10+ years, but in this thread claims being from Turkey...
in a few threads they are looking for players, locally in India timezone, while speaking in Hindi.
SGS flair, links to steam profile only has 16 games, on ST profile it appears they mutually +rep'ed each other with the profile they are posting from here on SG

Here he claims to be from the "NA region", which is North America, I'd say. But NA is also the country code for Namibia.
The gift cards were bought in Turkey with turkish currency, he claims.
So it looks like he lives in North America or Namibia and used a VPN to buy gift cards in Turkey to save money. Because of the huge amount, Valve might have caught him.
Like I already said: Everything points to a well deserved ban.
Edit: Oh, and although the account he posts from in this thread was only registered today, in the link above you can see that he talked about Steamgifts three months ago. So he knew about SG before today. Might be reading without an account, might be having another account with his main account, which is a violation of SG rules and results in a ban.

Also what to do if steam has flagged me for giftcards ?

Well, as I see it, there isn't anything you can do.
This situation seems quite suspicious, and it feels like you are withholding some essential information because steam doesn't ban anyone like that for no reason.
I guess good luck and try not to violate the Steam Subscriber Agreement next time.

I have no idea what you could've done, but you have to be not telling us something, because Steam does not give restrictions like that for no reason (which is proven by the fact that there is a ton of traders on sites like barter.vg and steamtrades.com who have not encountered a problem like this).
As the restriction is quite "out of nowhere", I suppose it must've been something quite severe.

I never sold any game keys or used my account for gifting
I just sold the amd promotion i got with my cpu and gpu so that shouldnt be a problem i think
And traded my promo code with spotify , netflix and other various gift cards and as for 250 dollar ones i bought them as an advance allowance i got for xmas to buy games in autumn sale

Gamivo isn't a shop, it's a marketplace. While many sellers are okay, there can be fraudulent sellers as well. Just because you bought something from Gamivo, it's not automatically trusted/legal. If you mentioned towards Steam support that you bought it there, you will get a response saying that you should only buy gift cards from official retailers.
Were these cards all physical (photo of code) or were there digital ones within? Maybe one of them was purchased by using a fraudulent credit card.

Imagine someone buys digital gift codes from Steam. Sells them on Gamivo. You buy them and use them. He does a chargeback. Now how shall Valve invalidate those codes when you already had used them? They don't know that you bought them there and they don't accept Gamivo anyway. Your account could just be an alt of the seller. Hence, Valve bans both accounts.

This all sounds fishy as heck, I've been trading for a long time and I never usually see anyone trade games for gift cards, especially for the more expensive trades, not unless they were trying to avoid a chargeback. In the future I'd recommend being more open and clear about your trades, e.g. State your price for everyone to see alongside the payment method you want to use.
Steam doesn't usually ban people straight up without having definitive proof you fucked up, my best guess if this really is innocent is that some of the gift cards you bought were stolen and with you adding so many at the same time, it doesn't exactly look great. Next time just add funds directly to your Steam account, if you ever get it back.

You can ask the cause to Steam support, though know that these alerts rarely go false positive. So it's more likely you actually violated Steam ToS.

That has nothing to do with the Steam Wallet whatsoever. I myself bought 350€ Steam Wallet in December 2021 as well and I didn't get banned.
Something is fishy here just connect the dots.
Main Account name hidden in Screenshot, obviously a second account, all the questions of: "What is your main account" are getting ignored. He's talking about 700 games but obviously not with this account etc etc.
Buying up a huge amount of wallet isn't the problem here and it never will. Something fishy is going on and its not the purchase if you ask me.

Big sales (Summer and winter sale). I got a 500€ christmas gift from my company and bought up 350€ of Steam Wallet at once and gave the rest to my brother since I succeeded in a big project.
There are also many items on the steam market (Skins for CS:GO for example) that cost 1000€+ to get. I mainly use it to also buy Final Fantasy XIV subscription since it also accepts Steam Wallet as a payment method for subscriptions.

Hii on 22nd before the sale i redeemed 250 dollar worth of steam gift cards and on 23rd another 10 dollar gift card from gamivo
