Most, if not all types of DLC for a game that is 'Profile Features Limited' won't get any entries because the base game can't be detected as being owned through the Steam API. However with the recent change to soundtracks on Steam it might be an idea to recode how this works on Steamgifts. The site might have to check the soundtrack page for each soundtrack giveaway to see if it is available as a standalone purchase and then allow entries. Not sure if standalone soundtracks are detected by the API or not. But I do know that the developer for Knightin'+ (game is 'Profile Features Limited') was unable to get entries for the soundtrack even though it was setup as not requiring the base game. Whether that was still because of the limited features or not I am unsure.

Drop a comment here if you know if ownership of the stanalone soundtracks are detectable through the API for games that don't have 'Profile Features Limited'. (I don't know much about how these things all work.)

i didn't test every title, but i was allowed to buy stellaris and cuphead soundtrack.

soundtrack now says

This is additional content for XXXXXX, but does not include the base game.

instead of

This content requires the base game XXXXXX on Steam in order to play.

I have Firewatch soundtrack for example, but it is still DLC. Devs should change themselves one by one? I thought that will be an automated change.

Yeah, unfortunately it isn't automatic and requires the devs/publishers to manually change them over.

This will probably unfortunately mean that some might never get changed over do to laziness/apathy on their part. And I doubt any games with soundtracks which are no longer sold will ever get updated with this change.

I checked with the portal 2 soundtrack, they seem to be treated same as dlc and don't show as owned.

Also an algorithm/bot that reading the pfp of the soundtracks could be useful either(there's a spesifik symbol of soundtracks just like DLC's so if algorithm or bot can see it and identify as soundtracks that don't require the game)
