I had this issue after a windows update. Fixed it, but can't remember how. Sorry. I spent a lot of time searching Google help and their forums to get the answer. So start there, keywords "chat links not working" and things like that.
Wish I could remember what I did to fix it to help you out, but that was back in like April or May and I have had a very busy/chaotic last few months with house hunting and moving and crazy family and all that. So that info got lost somewhere in grey squishy matter, in the hustle and bustle.

right now i have chrome set as my default browser, if i chat with friend and he send me link i try to click on it and nothing happens someone know how to fix?
if i go to start - control panel - programs - default programs, chrome is listed as having all defaults while other browers has 0
