I am currently in Islamabad (Pakistan) for 4 days more, i wanted to created one more account for my girlfriend and steamdb say's it's 10.49usd dollars here in pakistan, but on steam store i get 29.99 price tag, so does is my internet provider problems, or does price changed ?

I think it's because account could have other default region (I think default region is USA). 29.99$ is price for USA, so it could show if you don't choose your region as Pakistan yet I guess. It should change to 10.49$ as soon as you change your region to Pakistan for new account.
