Nope, there were bundles in the past like this. I can even remember one from SEGA, the Total War bundle was key per tiers as well.

You can, instead, ask SG to add the tiers to the game list (it might take a while), so you can create giveaways for the whole tier.
But if you're thinking of getting for one game for yourself and giving away the others, no no. x(
I wanted Warhammer 40,000: Dawn of War and was thinking about giving away the others, but in this case no. I prefer multiple keys so I can manage between group GAs, whitelist, public, trains, etc. I don't want to spend $1 for just one key, not in this case.

There was so much in tier 1 and 2 that I didn't yet have, so it was well worth the money!
