Would make giveaways that didn't get any submissions/winners to repost the giveaway.

Nobody can enter that giveaway, fyi. Even after adding the base "free" game.

Not so strange, once you review the Steamdb history for the package:

Created May 25th, 2015 (No dependencies)
July 30th, 2015 - Added dependency 302670: (Call to Arms Full Version | Type: Game)
July 15th, 2016 - Changed dependency – 302670 › 487170: (Call to Arms - Full Version | Type: Downloadable Content)

As the bug occurs when SG can't detect ownership of prerequisite object, and SG is unable to determine ownership of any downloadable content, DLCs having a dependency on other DLCs is the most common basis for the issue occurring. When they changed the Call to Arms package (302670) into a free base game and converted the full version elements into a DLC (487170), they established nested DLC dependencies, creating the issue at hand.

I made a support ticket and asked them to change to subid http://store.steampowered.com/sub/69072/ instead. Users that doesnt have the basegame can usually/ always? enter these.
