"Exists in Account" bug for "Never Alone + Foxtales & OST Collection" and "Life is Strange Complete"

If you have on account original Never Alone, you can't create to giveaways for "Never Alone Collection", when on Steam DLC's separately costs more than original game.Also same problem with "Life is Strange". If you have Episode 1 on account you can't enter in 'Life is Strange Complete Season' giveaway.
