Edit 1:
nvm i think that using steamdb's script extension should get there instead of using OP's script page(which i think was updated a month ago)
Also steam only allows you to activate 50 licenses per hour.

@madjoki u might want to update the thread and add the link https://steamdb.info/freepackages/ since i think that script only has the old dlcs

Edit 3: I see now, the script on that page also adds all the trailers/etc trash as well. However the script doesnt autoupdate according to the owner's user license, like i thought it would after activating the 1st 50 trailers on that page :(Yyou have to manually remove 1 by 1 on the script list so it can autoadd more to the end of the list... (rly?).

Edit 4: Nvm actually the script autoupdated(with more trash) after i closed the licenses page

It happened the same thing to me and took a while to fade. maybe its because they may consider it like a ddos for sending too many commands, or for trying to register too many in a short bit. They also limit up to 50 activations per hour.

edit:
Because of the acess denied by steam, i suspect that maybe not all dlc were attempted to register. So its possible for the bottom ones of the list not having been ever tried to register.
Also i thought i got that message because i pasted both the large and small scripts on the console by accident. And some console warning error popped up... dont remember what it was..

But i honestly think its because of trying to send too many requests to steam.

Go there, get the browser plugin, sign in with your steam, and it will generate a 50 license script that you can run. In an hour refresh the page and it will give you the next batch, then run them again on the license page. Follow the instructions at the bottom of the page. Keep repeating this every hour or so, it could take you about 15 hours

Most likely you're only going to add trash from https://steamdb.info/freepackages/ . OP's list is good enough. However since the large list is large, its possible you might want to cut it down in smaller pieces so you dont get temporarily locked down from steam like before. Possibly try max 50 per hour. However i think the list hasn't been updated in a fair while, since you can see the free DLC for SUDOKU. as i mentioned earlier is not on that list. And with that possibly many others like, for examples the one like theanyelpes has said http://store.steampowered.com/app/576350/ .

But to be honest i'd like to see madjoki saying something about these, as he is more informed than i am.

And i think that list has to be updated manuallly, since there are so many trash licenses you can add...

Also it might not be good for you in some cases to add some licenses of free dlc's/games. I'm not sure if it hurts. I remember reading about a/cases where you have a free game license like(for example, but im not sure if this was the game) for the game "Life is Strange Ep1" Where you possibly had to remove that complimentary license to be able to add a retail game key or steam game purchase.

Also i was more interested in adding f2p game licenses to my acount, other than just dlc's. I think the folks that played quake live when it was f2p got to keep it and can still play without having to pay for the game(which is now payed).

But i guess you have to check all of the list manually to see whats good and whats not -.- (aka filter the trash) , unless theres some other way of doing it.

Also i remember reading today or yesterday somewhere, that there are hollow licenses that give you the dlc/game on your games list, but you dont actually get anything from downloading since the files/repo in those licenses have nothing stored in them. Dont know where i read it now .. xD

Anyway i wanted to say that i was able to add the license 20199 which is a free dlc for crazy machines 2 that i was able to add. For who hasn't noticed madjoki's website, theres a filter on the left side of the page to filter all dlcs, etc

There isn't a filter for Media though, but who needs all that trash xD
