Yes he can. It's just that they won't refund him the difference unless he gets somebody lucky from support,or get a complete refund. And if they take more than 48 hours he's out of luck.

+1, this is a good rule to follow
also, new Daily Deals on the store always go up at the same time every day (in my case 1pm: GMT -5), so making a purchase right before that for something that is not either a daily deal or on flash sale is risking a better sale going up shortly thereafter.

So I just bought two copies for Torchlight 2, then 10 minutes later Torchlight 2 is 50% off.
Would it be possible at all to get a partial refund? I feel very unlucky because I missed when the previous sale would finish.
