Is This A Bug?
EU region here. I had the Portal Bundle and just got The Orange Box, but didn't receive the extra Portal gift so maybe this is not valid for all regions.

Hm.. Had the (DE) Bundle and it worked just fine.
Sure you had one of the old Portal Bundles (that would have granted extra copies) and not one of the new Sets (which get cheaper if you own stuff)?

My bad then, I didn't realise that the old bundle is different from the sets we have now. I think this is the cause I didn't get the extra Portal gift.

Same here. I had every single game from the Orange Box and I get only two extra copies of Half-Life 2( Half-Life 2, Half-Life 2: Lost Coast) and Half-Life 2: Episode 1(Half-Life 2: Deathmatch, Half-Life 2: Lost Coast, Half-Life Deathmatch: Source, Half-Life 2: Episode One).

If "I had every single game" means that you had HL2 + Eps (not as HL Complete) and only Portal (1) - than system worked as it must.

I dont know it was written or not, didnt read every comments, but here is my case:
I bought Half-Life Complete & Portal Bundle in the 2017 summer sale, so its relatively fresh for me.
If I want to buy Orange Box now, it says i will also get HL2 gift and Episode One gift (no Portal or anything else), so i think its no matter how long ago you bought Half-Life 2 on your account, but you need old Portal Bundle the get Portal gift, this new one not work.
If I want to buy Valve Complete Pack, there are no extra gift copies mentioned.

So what will happen if I buy the Orange Box for myself , assuming I already have it as retail version ?

I don't know what you mean as "retail version" cause i was never interested in TF2.
If you are in situation as on screenshot (like me) then you will receive only one set of Half-Life 2 + Half-Life 2: Episode One gifts because you have only HL2 games. But, you may also receive Portal if you bought it not as bundle but as package with second part (i think, as package that you was able to save in your inventory).

So I have everything already in the Orange box but TF2 registered version...
1.Bought Half-life 2 when it first came out,.,

2.Won portal 6 mos ago on SG.
3.bought Half-Life 2: Episode One, Half-Life 2: Episode Two, Portal 2 during FALL sales this year on Nov 22 (believe it was a complete your collection but not sure)

Only one set of Half-Life 2 + Half-Life 2: Episode One gifts because you have only HL2 games that were received separately as all Portal games.

Try putting the Orange Box into your cart, you should be able to get HL2 + HL2 E1 + Portal gifts. (You will see a message inside the cart.)
Also if you buy a Valve Complete Pack from an outside source (Steam Key), you should get everything above plus a Portal 2 gift.

Thanks for the heads-up. Just wanted to confirm point #3. I bought the Valve Complete Pack - 2013 on Jun 20, 2014 and just bought The Orange Box today before the sale ended. Got 2x gift copies of Half-Life 2 and 2x gift copies of Half-Life 2: Episode 1.

My very first game in Steam was HL2, I have Half-Life Complete, also Portal 1+2, gifted Orange Box and don't take nothing, I'm reading that on my order "If purchasing for yourself, you will receive an extra, giftable copy of:
Half-Life 2
Half-Life 2: Episode One"

If you got nothing giftable from buying/activation of Half-Life Complete - it was not a package. So, if you'll buy now The Orange Box, you'll get only 1x(Half-Life 2 & Half-Life 2 Ep.1) - as you already mentioned.

Or you could do what I did and go to Valve's offices and take a tour. You get free codes for Valve's Friends and Family Pack, which is basically the Valve Complete Pack.

I bought the Portal 1&2 bundle and Got gifted HL2. Steam would not allow me to buy the Orange Box at all. Maybe close this topic unless it's still working for others.

Then what do you want?
1) This thread is about buying The Orange Box. You can't buy the same game for youself twice in Steam store. You already have The Orange Box - you can't buy it again without deletion one (or all) of products of it from your account.
And if you delete some, then see below.
2) Also this thread is about additional copies that were granted to buyer by older purchase. The Orange Box package, Portal 1+ Portal 2 bundle package, Half-Life Complete package, Valve Complete Pack package - they all use to trigger one time some of the games in them to generate additional gift(s) if you already owned it.
And i doubt that if you delete, for example, TF2, and will buy now The Orange Box - you will get another copy of Half-Life 2 as additional gift for your inventory. Cause then everyone will delete own game for infinit gift profits (that's why additional copies triggers only once). But, if you bought only The Orange Box from all Valve games and will buy, let's say, old Valve Complete Pack package - then you get your additional copies. That's this tread about.

And Steam is right - you bought all games that The Orange Box contain. You can't buy the game (package with all games that you already own) twice for yourself.

If you own every Half-Life game & Portal + Portal 2, then i have some good news for you!
Big thanks to juzer for solving the mystery!
TL;DR
1) If you purchased old Portal 1+ Portal 2 bundle as package (or as this if you live in Germany) and will buy now The Orange Box - you'll recieve an additional copy of Portal for your inventory (seems to be non region-restricted if you bought the original package before December 17, 2014 - however i bought it on December 21, 2014, activated only January 17, 2015 - and still got non restricted one).

2) If you purchased old Half-Life Complete package and will buy now The Orange Box - you'll recieve two additional copies of Half-Life 2 and two additional copies of Half-Life 2: Episode 1 (seems to be non region-restricted at half if you bought the original package before December 17, 2014 - as i did it in 2013).

I bought this games years ago (Half-Life Complete in 2013 and Portal + Portal 2 in 2015). Today i purchased The Orange Box for TF2 Premium, i mean, for giftable copies of Half-Life 2 and Half-Life 2: Episode One, ofc! (below - link to support page about additional copies)

After buying The Orange Box for myself i immediately got in my inventory:
1) Half-Life 2 RU+CIS gift (which also include Half-Life 2: Lost Coast);
2) Half-Life 2: Episode 1 RU+CIS gift (which also include Half-Life 2: Deathmatch, Half-Life 2: Lost Coast and Half-Life Deathmatch: Source).
Later, i log out from client and got back after ~2 hours - and whoahhh!
I also recieved 3 additional gifts:
1) non region-locked Half-Life 2 (which also include Half-Life 2: Lost Coast);
2) non region-locked Half-Life 2: Episode 1 (which also include Half-Life 2: Deathmatch, Half-Life 2: Lost Coast and Half-Life Deathmatch: Source);
3) non region-locked Portal.
Fantastic! So, don't waste this chance and buy it for you own purpose!
P.S. Apparently, i think that last 3 games later will recieve red mark with real region lock.
