Oh, i forgot, well he was online couple of times. Also, few users also commented his profile to click recieved, or he is slow or he does it on purpose. Also his steamgift accoubt is "always online"

If possible, write on the winner's Steam wall or in an old giveaway of his/her. If they do not click received, send a support ticket after 7 days to set the feedback to received.

Yes, the game was in indie gala bundle few months back, so it it will drop to bundle cv when it get's to the list.

My real CV is 50$, isnt that enough to lvl up, atleast it was on previous lvls to be on same counting, example 25$ for lvl 2
