Development began in 2004 and the game was first announced at Electronic Entertainment Expo (E3) 2006
Final Fantasy XV, originally titled Final Fantasy Versus XIII, it was announced in 2006 as a spinoff of Final Fantasy XIII for PlayStation 3. Following a long period with little news on the game, it was re-announced as the next mainline installment of the series on PlayStation 4 and underwent large changes in direction such as making the game a self-contained story and replacing the main heroine. The game is now scheduled for a worldwide release date in 2016, more than 10 years after it was initially announced.

Yeah I believe the game itself was pretty near completion (I've heard like 95%?) and has way more in common with Fallout 1, 2, and Tactics than it does with the 3 we have now. I believe some of the story and places were recycled, but I don't think that happened until New Vegas?

I believe it's been announced and cancelled several times over the past 15?-ish years or so. But now it's supposed to come out late 2017.

Prey 2 went through hell (likely conceptualized in 2008, started real dev in 2011), but was finally definitively cancelled late last year. I wouldn't be too surprised to see it come back again one of these days -- I liked the concept and all the artwork I'd seen.

Aliens: Colonial Marines also was in development hell (and possibly should have stayed there): it was originally announced for 2001.
Starwars Battlefront III - was supposed to be released in 2008, but then LucasArts turned stupid, and later turned dead. (Well, mostly. It exists in the way Atari still exists - a name to be shuffled around for marketing & legal purposes)

Can you give me titles that have been mired in development, nearly forever?
Like the game is ever-lasting development - No alpha, or beta testing.
One game that eventually emerged from development hell is Duke Nukem FOREVER. I thought it was never going to be released, doomed to development hell forever (no pun intended). It was finally released in '11, surviving its original publisher/developer that went bust (bankrupt), I believe.
However, I am looking for titles that are in an eternal development cycle. Any games, you geniuses?
