https://support.steampowered.com/ticketlist.php

I don't see any button to click create ticket anymore.

Am I have to use the categories from the start page only now?

If you want support on a game, just click the game in your library and select support on the right side of the screen.

It's not for a game I just want to ask them something.
And Questions using Categories won't be listed in your question list.

:) whatever makes you feel comfortable. you might have to wait for their reply. so if it's time sensitive try to find other solution rather than solely relying on support.

1) go to https://support.steampowered.com/
2) click on any of the listed "Most Popular Topics"
3) click on the "Contact Steam Support" button in the top right corner

Note: by following these steps, the "category" will be pre-selected.

By using https://support.steampowered.com/newticket.php instead, no category will be pre-selected.

I got my screenie banned as well. These [redacted because I'm afraid of "inappropriate behavior, suspended for 2 days" pm from SG mod] took ~40 days to answer that it was "violating SSA" (although it was not) and they won't give me any other specific information.

Odds are it'll end like this

"Steam Support has provided you with all of the relevant information regarding this issue. You can log into your account at support.steampowered.com to review your Steam Support tickets.

You will receive no further correspondence regarding this matter."

But your question will remain unanswered.

Write your problem on a piece of paper, then throw that piece of paper in the recycling bin. Ultimately it works out to help your problem just as much, it's just much faster, and less frustrating doing it that way.

The support not that bad before, recently it worsen and their respond take a long time or no answer at all.

I know, or they never bother to read your problem, and you just spend weeks trying to get them to read your first post, which they never do, then close your ticket, it's a complete waste of time. The service section of a business often seems to be the one getting cut the hardest, and soonest as all can be clearly seen is it's cost, not the benefit it provides them.

Write problem on piece of paper, put paper into bottle, toss bottle into ocean.

Should I tell Gaben how his support's support is?

Don't... Just don't. If it isn't about a refund / credit card issue they're absolutely useless from my experience. Avoids any topic asked and will only answer with a FAQ / "You will receive no further information about this topic."
