How to make Giveways with Developer tag ?

As Gwar said, you need to contact Support to be able to set up a developer giveaway, and the site admin will help you get it ready. With the site update almost here, he might be busy for a little while longer though.

Developer tag also requires 50+ copies to be given away I believe.

Support is a bit overloaded at the moment, and this Sunday steamgifts is going down for 1 week to transition to the new version of steamgifts so that might be why you haven't gotten a reply yet.
