It works in Europe, that's for sure. I'm fairly certain it's not region locked at all, since GMG doesn't mention such thing.

Well I already opened a giveaway for it, so we'll see. If the key isn't redeemable in the US and the winner is American I'll probably end up buying it right off steam for him.

I dont think the key is region locked. Its just that UbiSoft has contract with GMG to not sell in the US

Game still has better combat then most first person combat games, including anything Bethesda ever put out, they can learn a thing or two.
