Unless you made group on steam for the people you wish to whitelist, but I don't see you did
Or by "WL" you mean your steam whishlist

Here.

Top right -> Sync with Steam -> Whitelist (on the side). It is really not very intuitive, not sure why it is set like that.

You don't have to click the drop down and "sync with steam", you can just click on the big button that says "Account" with your points and level.
