How is it breaking the rules, if you buy games that are on sale and then give them away here? SteamGifts is giving the games their nominal value. Even if you wanted to give them away for the value you paid for them, you couldn't. He's just pointing out a flaw in the system (which can't be really fixed, cause it's impossible for SteamGifts to follow all sales and adjust the values of the games accordingly).

^This. Though I think he might of meant that giving away many games as different giveaways from a publisher collection, on Steam, would be breaking the rules. However, it's worth noting that nothing in the rules of SG states that is rule breaking. I've never heard of an issue with actual Steam gifts.

There's nothing wrong with giving away games bought on sale. Very few people's contributor levels actually indicate that they've spent that much, pretty much everyone's is inflated. The problem with giving away bundle keys is that it's a) forbidden by Steamgifts' rules, b) often forbidden by the bundle's own ToS, and c) is an exponentially cheaper way to raise contributor levels than even the best other sale. For example, before the value of the Ironclads collection was reduced due to widespread abuse, spending a single dollar on the previous IndieGala during a happy hour would amount to several hundred dollars worth of contributions. That's a little different than spending $7.50 and getting credit for $50 or whatever it is.
